to get to the second level without being able to.
first go o the bridge and put in the cars soar cheat then spawn a tank with the spawn tank
cheat after that get in the tank and get as far back on the bridge as u can then turn the
turret backwords and constantly fire while your driveing then it will fly over the bridge
but make sure you land it!

Wall of Tanks

Get onto the Railway in Portland and use the Tank Cheat to spawn tanks where ever the
railway goes.

If you continue it long enough, if you die, are busted or save your game, you can grab a
tank at the edge of the city when ever you want.

P.S.  This will also stop traffic.
